That could be controlled by the RC time of the ramp generator. You can make a simple ramp generator from a CMOS logic IC that has a Schmitt-trigger input an an inverting output, like a 4093 quad NAND gate or 40106 hex inverting buffer, a couple of diodes, a resistor, a capacitor and a pot. A better linear ramp generator can be made using an LM555 timer IC. In the 555 ramp generator, R1 controls the speed. Both ramp up and ramp down are generated at the same time. In RampGenerator2, R2 controls the speed, and S1 controls the ramp direction. The ramp is not nearly as linear as the 555 ramp generator, and when switching directions pot R2 works backwards from the other mode. If you really want to control ALL of the nuances of your LED ring, you can get much more precise control using a microcontroller, and wind up using just a very few parts.

In fact you can pay more for a TO-92 type rated at 100 ma than you would for a TO-220 type rated at 1.5A When you have a requirement for a project of say 12V, or even 5V if it's a digital project, then these are the types you use. A decent heatsink needs to be connected to the IC because if you are drawing appreciable current AND your input voltage is getting higher then the IC starts to dissipate a fair bit of . The socket depicted is a panel mount type to suit the plug pack plug, you could dispense with that by bringing wires directly into project box but then your plug pack can't be used for something else! I'm NOT going to get into that because there are more problems here than there are in a can of red backs black widows . as I don't have such a requirement I'm not about to spend the money on it megabucks to say the least - and largely forget surplus power supplies because they create other problems . This is straight from a National Semiconductor data sheet, will supply a variable voltage 1.2V - 25V and up to 10A I will assume you obviously have available a source of D.C.
